국방국가는 자유주의를 부정하는 전체주의 국가관으로, 국방을 국가의 궁극적 목적으로 하였다. 군부에 의해 주도된 국방국가 구상이 구체화되는 것은 만주사변 전후이다. 국방국가 구축을 도모한 군부는 구상 단계에서 정당세력에 대한 강한 불신과 배척 의지를 표명하였으며, 더불어 의회를 정부가 통제 가능하도록 재편하고자 하 였다. 신체제문제로 촉발되어 국방국가 구축의 진행속도는 탄력을 받았으며, 그 과 정에서 국민조직을 기반으로 하는 정치체제 구상이 대두되었다. 군부는 단기간 내 의 성립을 도모하고자 구정당세력의 활용을 방안으로 제시하였으며 이는 고노에 와의 갈등을 야기하기도 하였다. 그러나 결과적으로 신체제는 신도실천이라는 타 협적인 조직으로 수습되었다. 신체제는 결과적으로 전쟁수행을 위한 국방국가 구 축을 촉진하는데 일조하였던 것이다.

The defense state is a totalitarian state view that denies liberalism, and national defense is the ultimate goal of the state. It was before and after the Manchurian Incident that the idea of a national defense state led by the military was materialized. The Chinese-Japanese War promoted the construction of a national defense state. With the start of transition to a controlled economy and economic system and the passage of the National Mobilization Act, the establishment of a national defense nation came one step closer. Along with the transition to a controlled economy, one of the pillars of the defense state, political reform has emerged as a realistic task. Encouraged by Germany's victory in the early days of World War II, the military tried to complete a national defense state with this opportunity. Konoe was appointed as the next prime minister. In the new political order preparation meeting, Konoe presented the basic characteristics of the new political order. He said that the center of the national movement is not a political party, and that the form does not take the ‘one country, one party’. Although there were differences in positions within the army, Muto, who was actively involved in new political order movement, insisted on taking the form of a strong political party for the establishment of a national defense state. Although there were twists and turns, the new political order movement eventually contributed to the establishment of a national defense nation.
