기부금 모금 등과 같은 다양한 재원(財源) 확보는 문화예술 조직의 지속가능한 경영을 위하여 필수적이지만, 대다수는 적극적인 재원 조성에 나서지 못하고 있는 상황이다. 이에 본 연구에서는 공공 문화예술 조직의 기부금 모금에 영향을 미치는 제도를 톺아보고 그 제도변화를 모색하고자 한다. 이를 위해 재단법인 국립극단을 대상으로 실행연구를 진행하여, 조직 내에서 시도된 실제 업무 개선 노력을 제도적 브리콜라주의 관점으로 분석하였다. 연구 결과, 국립극단 조직 내외부 의 다양한 제도적 제약으로 기부금 모금이 활성화되지 못하고 있는 상황에서 이를 극복하기 위한 조직 내부의 실질적인 노력이 제도변화를 추동할 수 있다는 점을 확인할 수 있었다. 본 연구는 문화예술 분야 기부와 관련하여 문화예술 조직의 실질적인 변화를 위해 자체적인 기부금 모금을 시도하고 그것을 제도적 차원에서 논의하였다는 점에서 국립극단과 유사한 제도적 환경에 놓여 있는 공공 문화예술 조직 내부의 극적인 변화를 요구하고 있다.

Securing diverse funding sources, such as donations, is crucial for the sustainable management of arts and cultural institutions; however, it is often challenging in practice. Although some may argue that the culture of donations in South Korea is less developed than in the United States or Europe, it is essential to examine this issue without relying on assumptions. In this study, we investigated the institutions affecting fundraising for public arts and cultural organizations and explored institutional changes. To accomplish this, we conducted action research on the National Theater Company of Korea and analyzed the organization's internal efforts from an institutional bricolage perspective. Our findings suggest that the internal efforts of the organization can drive institutional changes by effectively overcoming various constraints that hinder fundraising. Finally, we discussed the attempts of arts and cultural organizations to raise funds and the associated changes in the institutional dimension, advocating for dramatic changes within public arts and cultural organizations in similar institutional environments as the National Theater Company of Korea.
