정치적 이념과 관련 없이 역대 정권별로 주요 국정과제 중 최상위 순위로 거론되는 것은 지역혁신과 지역균형발전 이었다. 수도권 집중화를 해소하고 국가균형발전을 위해서는 중 앙정부와 지방자치단체, 산업계, 학계 등 민간분야와의 관계 형성이 핵심요소로 작용한다 고 알려져 있다. 국가균형발전법 제정을 비롯해 역대 정부별로 지역균형발전을 위한 다양 한 제도와 정책 마련, 거버넌스 구축을 위해 큰 재정투자와 함께 다양한 정책적 노력을 진 행하고 있으나, 현재 국민이 체감하는 성과는 크지 않다. 이는 중앙정부 중심으로 다소 수직적인 지역균형발전을 도모하였기 때문으로 분석할 수 있다. 이러한 한계를 극복하기 위해서는 지방 소재 대학, 연구기관, 산업계의 역량을 육성 하여 해당 지방자치단체와 함께 지역에 특성화된, 그리고 전략적인 산업을 발굴해 장기적 이며 지속적인 지역균형발전을 도모할 필요가 있다. 이 글에서는 이런 수평적인 협업생태 계 마련을 위한 거버넌스 정립의 이론적 근거로 트리플 헬릭스 모형(Triple Helix Model)을 제시하고자 한다. 이를 토대로 지방혁신을 위한 정책적, 제도적 거버넌스 방안을 제언하고 자 한다. 특히, 지역혁신주체로써 지방대학의 새로운 역할 정립을 모색하고자 한다.

Regardless of political ideology, previous governments cited regional innovation and balanced regional development as the top priorities among state affairs. It is known that the formation of relations with the private sector such as the government, industry, and academia plays a key role in resolving the centralization of the metropolitan area through balanced national development and preparing for future society. Various policy efforts are being made to prepare various systems, policies, and governance for balanced regional development, including the enactment of the National Balanced Development Act, but the results are insignificant. This can be analyzed because the central government promoted somewhat vertically balanced regional development. In order to overcome these practical limitations, it is necessary to promote long-term and continuous balanced regional development by developing the capabilities of local universities, research institutes, and industries and discovering regional and strategic industries with local governments. In this paper, we present a triple helix model as the theoretical basis for establishing governance to build such a horizontal collaboration ecosystem. Based on this, policies and institutional governance measures for regional innovation are proposed, and a new role of local universities is sought as a subject of regional innovation.
