본 논문은 통시적 차원에서 북한이 ‘서해5도 수역’을 어떻게 인식해 왔는지 살펴보고자 한다. 북한의 서해5도에 대한 시계열적 인식 변화를 통해 경제적 실리를 통한 평화 정착의 가능성을 모색해 보고자 하는 것이 본 논문의 목적이다. 본 논문은 첫째, 정전협정에 명시된 서해5도 규정 에 대해 살펴본다. 둘째, 북한이 1973년 군사정전위원회에서 해상경계선 문제를 제기한 이유에 대해서 살펴본다. 셋째, 서해5도 문제가 남북 간에 처음 논의되었던 1990년 남북고위급회담에 대해서 살펴본다. 넷째, 서해교전 발발 이후 북한의 군사분계선 선포에 대해서 살펴본다. 다섯째, 북한이 10⋅4선언에서 서해평화협력특별지대 제안을 수락한 이유에 대해서 살펴본다. 여섯째, 북한이 2018년 ‘군사분야 합의서’를 통해 NLL 일대 평화수역 제안을 받아들인 이유에 대해 살펴본다. 결론적으로 본 논문은 북한이 NLL을 인정하더라도 그 위를 경제적 이해관계로 덮어버 리면 자신들에게도 이득이 된다는 점을 깨닫기 시작했다는 점을 밝혀내고자 한다.

The article articulates the history regarding North Korea’s awareness of the five islands in the West Sea which are located adjacent to the maritime boundaries. It is central to think of any issue from the view of an opponent to pursue a peaceful solution, as well as to set up a security policy. This article aims to find some possibilities of peace from the history of North Korea’s awareness about the provisional statuses of the boundaries surrounding the five islands of the West Sea, where they have increasingly realized the economic profits. The article demonstrates six issues: First, it highlights the uncertainty of the establishment of the NLL as well as the issue regarding five Islands of West Sea specified in the armistice agreement, which became the main reason for North Korea’s denial of the NLL. Second, it explains the reasons why North Korea raised the maritime boundary issue at the Military Armistice Commission in 1973. Third, it articulates the event of inter-Korean high-level discussions in the 1990s, when the issue of the five Islands in the West Sea was first discussed between the two nations. Fourth, it examines North Korea’s declaration of the Military Demarcation Line after the outbreak of the Battle in the West Sea. Fifth, it looks into the reason underlying North Korea’s acceptance of the West Sea Special Zone for Peace and Cooperation in the October 4 North-South Korea Summit Declaration. Sixth, it discusses the reason why North Korea accepted the proposal to settle a peace zone in the NLL area in the 2018 “Military Agreement for the Implementation of the Panmunjom Declaration”. Through assessing these issues, the article concludes that North Korea has begun to realize the benefits of recognizing the NLL and has perceived its legitimacy as an economic interest.
