이 연구는 지방자치단체의 자체평가를 계획수립, 집행, 결과산출 과정으로 구분하여 평 가시기, 평가주체, 평가기준의 문제점과 개선방안을 제시하였다. 연구 결과 자체평가를 개 선하기 위해 제시된 내용은 다음과 같다. 첫째, 정량지표와 정성지표의 평가기준을 가능한 한 일치시킨다. 둘째, 지표의 평가기준을 배타적으로 하고 평가내용을 명확히 할 필요가 있다. 셋째, 난이도와 적절성에 대한 부서별 교차평가를 실시한 후 그 자료를 자체평가위 원회의 평가 시 반영한다. 넷째, 고유지표의 선정 시 주민 의견을 반영할 필요가 있다. 다 섯째, 성과보고서는 자체평가의 평가기준에 일치되게 작성되어야 한다.

This study analyzes when, who and criteria of evaluation in three steps(planning and select of performance indicator, implementation, output of program) of policy process. The recommendation of this study are as followings. First, same evaluation criteria should be applied to both quantitative and qualitative indicators. Second, evaluation criteria should be set up exclusively. Third, relevance and difficulty would rather be cross-evaluated and the result should be reflected in self-evaluation. Fourth, citizen’s opinion should be reflected when specific indicators are selected. Fifth, performance should be reported according to the evaluation criteria.
