팬데믹은 공공부문에서 AI 관련 기술을 구매하는 이행원칙과 지침의 중요성을 크게 각인시키는 계기가 되었지만, 아직 이와 관련한 합의된 정의, 시스템 모델, 표준은 없으며 학술연구 역시 부족한 실정이다. 본 연구는 AI 조달지침에 관한 사례분석을 통해 공공부문의 AI 조달 관련 핵심과제는 무엇이며 이를 해결하기 위한 권장 사 항은 무엇인지 살펴보는 것을 목표로 한다. 이를 위해 본 연구는 국가, 싱크 탱크, 국제기구, 학술연구소에서 공식 적으로 발표한 AI 조달지침 사례의 내용을 중심으로 질적, 탐색적, 비교분석을 수행하였다. 분석 결과 합의된 정 의 도출의 필요성, 제도변화의 필요성, AI 모델 또는 시스템 관리의 필요성, 데이터 관리의 필요성, 조직역량 문제 를 중심으로 하는 5개의 핵심과제와 이와 관련한 잠재적 해결방안을 식별하였다. 본 연구는 현재까지 보고된 기초 문서를 바탕으로 AI 공공 조달이 직면할 수 있는 과제와 해결전략에 대한 기초적인 통찰력을 제공할 수 있다는 점에서 의의가 있다.

Pandemic has served as an opportunity to greatly imprint the importance of implementation principles and guidelines for purchasing AI-related technologies in the public sector, but there are no consensus definitions, system models, and standards yet, and academic research is insufficient. This study aims to attempt an exploratory case analysis of AI procurement guidelines by examining what are the core tasks related to AI procurement in the public sector and what are the approaches and recommendations to solve them. This study conducted qualitative, exploratory, and comparative analysis focusing on the contents of AI procurement guidelines officially published by the national, international organizations, and academic research institutes. As a result of the analysis, a total of five key tasks and potential solutions related to them were identified. The significance of the study is in that provide basic insights into the challenges and solutions strategies that AI public procurement can face based on officially published guidelines.
