이 논문에서 우리는 대통령제 국가에서 연립정부 구성의 실제와 연립정부의 민주주의 운영에 대한 영향력을 분석한다. 대통령제의 적실성을 둘러싸고 전개되었던 대통령제 논쟁 에서 대통령제 국가에서 연립정부 구성은 거의 불가능하거나 보기 드문 정치현상으로 여 겨져 왔다. 또한, 설령 그것이 구성된다고 하더라도 대통령제에는 이를 결속, 유지하는 제 도가 부재한 탓에 쉽게 와해하며, 이로 인해 정당 간 타협과 연합을 통해 시민들의 이해가 표출되어 정부정책에 반영, 집행될 기회가 박탈됨으로써 대의민주주의 운영을 저해하는 역 효과를 낳는다고 주장됐다. 이 연구는 민주주의 운영 수준을 평가, 가늠하는 지표를 바탕으로 분산분석과 패널분석 을 활용하여 연립정부의 민주주의 운영에 대한 영향력을 분석함으로써, 이러한 대통령제와 연립정부에 대한 편견이 잘못되었음을 밝혀낸다. 다시 말해, 대통령제 국가에서 연립정부 는 빈번하게 구성될 뿐만 아니라, 민주주의 운영에 있어서도 단독정부보다 더 놀라운 수행 력을 보인다는 것이다. 특히, 연립정부는 단독소수정부에 비해 시민들의 정치참여와 집권 정부의 정책수립 및 집행 부문에서 탁월한 성과를 나타낸다.

This paper is aimed at analyzing not only the realities of coalition governments but also the effects of coalition governments on democratic governance in presidential democracies. In the presidential debates over the adequacy of the presidential system, the formation of coalition governments in the presidential system has been considered an almost impossible or rare political phenomenon. In addition, even though coalition governments are formed, coalition governments have been asserted to easily break down because of the absence of such political institutions as contributing to the maintenance of coalition governments, which hinders coalition politics from representing citizen’s political and economic interests and implementing government policies. This research conducts not only an analysis of variance but also a panel analysis to explore the impacts of coalition governments on democratic governance by utilizing such indicators as the index of voice and accountability and the index of government effectiveness from worldwide governance indexes. The results obtained from analyses of variance and panel analyses reveal that coalition governments have shown more remarkable democratic performance than any other a single government.
