서비스 산업은 높은 부가가치와 고용 창출 효과로 인해 신성장 동력 산업으로 각광받고 있으 나, 지금까지 국내 서비스 산업 지원 정책은 양적 확대에만 초점을 두어 정책 효과가 기대에 미 치지 못하는 실정이다. 본 연구는 서비스 산업 지원 정책에 방향성을 제안하고자 데이터에 기반 하여 정책 효과를 추정하는데 목적을 둔다. 과학기술정책연구원의 한국기업혁신조사 데이터를 활용하여 서비스 중소기업의 혁신 성과를 중심으로 R&D 지원 정책의 효과를 추정하였다. 정책 효과 추정에서 발생하는 선택편의 문제를 통제하기 위해 성향점수매칭(Propensity Score Matching; PSM) 방법론을 활용하여 분석하였다. 1,071개의 정책 수혜 기업과 유사한 특성을 지 닌 1,071개 비수혜 기업을 매칭하여 총 2,142개의 기업 데이터가 분석에 활용되었으며, 분석 결 과 R&D 지원 정책의 수혜를 받은 기업이 서비스 프로세스 혁신에서 전반적으로 뛰어난 성과를 보이나, 서비스 상품 혁신은 상대적으로 미흡한 것으로 나타났다. 본 연구는 분석 결과를 토대 로 산업 정책의 방향성과 기업 지원 방안에 대해 제안하였다.

The service industry is expected to be a new growth engine industry due to its high added value and job creation effect. However, The service industry support policy so far has focused on quantitative expansion, so the policy effect does not achieve expectations. The purpose of this study is to estimate the policy effect based on data to suggest a direction for the service industry support policy. The effects of R&D support policy were estimated based on the innovation performance of service SMEs using the Korea Enterprise Innovation Survey data of the Science and Technology Policy Institute. In order to control the problem of selection bias, the Propensity Score Matching (PSM) methodology was used for analysis. A total of 2,142 firms data were used for analysis. As a result of the analysis, it was found that the firms that benefited from the R&D support policy showed overall excellent performance in service process innovation, but service product innovation was relatively insufficient. Based on the results of the analysis, we suggested the direction of service industrial policy.
