The purpose of this study is to explore the structure of the Technology & Engineering Literacy(TEL) assessment conducted in the United States, the types of evaluation questions, and the results of the evaluation. The conclusions of the study are as follows. First, the TEL assessment for 8th grade students was supervised by NAEP and was conducted twice in 2014 and 2018. The schools sampled for this assessment were more than 600 and more than 15,000 students. Second, the TEL assessment is computer-based test, the items are composed of scenario-based assessment and discrete item sets, and the data is provided with longitudinal analysis. Third, according to the TEL evaluation results, there was a statistically significant improvement in students’ scores. Fourth, as a result of the TEL evaluation, there is a significant improvement in the content area and the practice area. Fifth, the NAEP Proficient category of NAEP achievement level increased significantly from 43% to 46%. Finally, TEL assessments are influencing the increasing proportion of students taking technology and engineering-related courses or programs.

이 연구는 미국에서 2014년부터 시행하고 있는 기술-공학 소양(TEL) 평가에 대한 구조와 문항유형, 그리고 평가 결과에 대 하여 탐색하는 것이었다. 이러한 TEL의 고찰 결과는 향후 한국의 기술 소양 평가에 기초자료로 활용될 것이다. 이러한 탐색을 통한 결론은 다음과 같다. 첫째, 8학년 학생들을 대상으로 하는 TEL 평가는 NAEP가 주관하였으며 2014년과 2018년에 걸쳐 2회 실시되었다. 이 평가 에 표집된 학교는 600개 이상의 공립, 사립학교이며 15,000명 이상의 학생들을 표집되어 미국 전국에서 시행되었다. 둘째, TEL 평가의 문항은 시나리오 기반 평가와 선택형 문항으로 구성되며, 평가는 컴퓨터 기반으로 시행되어 각 문항에 대 하여 종단적으로 분석하여 그 추이를 제공하고 있다. 셋째, TEL 평가 결과는 회를 거듭할수록 학생들의 점수가 통계적으로 유의미하게 향상되고 있으며, 성별, 학교별, 부모의 학 력별, 지역별 등으로 분석하여 웹사이트에 공표하고 있다. 넷째, TEL 평가 결과를 내용 영역에서 기술과 사회, 설계와 시스템, 정보와 통신 기술로 구분하여 분석하고 있으며, 2018년 의 평가결과가 2014년에 비해 유의미하게 향상되었다. 다섯째, TEL 평가의 실천 영역에서는 의사소통하기와 협업하기, 해결방안의 제시와 목적 달성하기, 기술의 원리 이해하기로 구분하여 분석하였으며, 2018년의 평가 결과는 2014년에 비해 모든 실천영역에서 유의미하게 향상되었다. 여섯째, TEL의 평가를 NAEP의 성취수준인 NAEP 기초(Basic), NAEP 우수(Proficient), NAEP 고급(Advanced) 수준으로 분 석되었고, NAEP Proficient는 43%에서 46%로 유의미하게 증가하였다. 마지막으로, 기술, 공학 관련 교과목이나 프로그램을 수강하는 학생들의 비율이 증가하고 있는 것에는 TEL 평가가 직-간접 적으로 영향을 미치고 있으며 국민들의 관심을 불러 일으키고 있다.
