본 연구는 스포츠인권과 태권도에서의 발생하는 비윤리적 행위와 인권침해 현상을 문헌 고찰을 통해 현상을 파악 하고‘스포츠혁신위원회’의 7차에 걸친 권고문을 바탕으로 태권도계의 변화에 대한 방향성을 고찰하였다. 이를 위해 권고 안의 주요내용과 키워드를 분석, 파악하고, 선행연구 및 자료의 분석을 통해 나타나는 태권도계의 문제점과 권고안의 분석, 파악된 내용과 연관하여 핵심적인 문제점을 도출하였다. 마지막으로 도출된 문제점을 바탕으로 변화된 스포츠패러 다임에 맞는 태권도계의 변화의 방향성을 모색하였다. 이러한 노정을 통해 종합적으로 태권도의 미래 변화와 선택에 대한 정책적 방향을 제시하였다. 이를 통한 결론은 다음과 같다. 첫째, ‘성폭력’ 문제의 해결, 둘째,‘학습권’문제의 해결, 셋째,‘선 수선발’문제의 해결, 넷째,‘지도자 처우’문제의 해결, 다섯째,‘모두를 위한 태권도’ 문제의 해결이다.

This study examined the status quo of unethical behavior and human rights violations in sports and taekwondo and examined the direction of changes in the Taekwondo world based on the seven recommendations of the Sports Innovation Committee. To this end, key problems were derived by analyzing and identifying the main contents and keywords of the recommendations, and by linking them to the problems of the taekwondo community, which appeared through prior research and analysis of data. Based on the last problems identified, the direction of change in the Taekwondo world was sought for the changed sports paradigm. Through this journey, the policy direction for future changes and choices of Taekwondo was presented. The conclusion from this is that: The first, solving the problem of 'sexual violence'; second, solving the problem of 'learning rights'; third, solving the problem of 'selection of athletes'; fourth, solving the problem of 'leader treatment'; fifth, Taekwondo for all.'
