본 연구의 목적은 국제스포츠대회의 정책결정이 합리적인가를 분석하는 것이다. 국제스포츠대회 정책결정의 합 리성을 분석하기 위해 2018년 동계올림픽 국내 후보도시 선정 사례를 디징(Diesing)의 합리성 개념을 토대로 살펴보았 다. 구체적으로 KOC의 국내 후보도시 선정과정과 정부의 승인 및 심의 과정을 구분하여 정치적 합리성과 경제적 합리성 을 적용하였다. 분석결과, KOC 국내 후보도시 선정과정에서 의사결정규칙이 원칙에서 벗어나고 평가과정에서도 동등한 자격과 권한이 부여되지 못해 정치적 합리성은 결여되었다고 평가되었다. 반면 정부의 심의 및 승인 과정에서 경제성 심사 기준으로 볼 때 경제적 합리성이 충분히 높은 대안으로 평가되었다. 이러한 결과로 볼 때 국제스포츠대회 정책결정이 정치적 합리성과 경제적 합리성을 동시에 확보할 수 있는 조건을 충족시키지 못하고 있고, 이에 대한 보완대책 마련이 더 필요한 상황임을 보여준다. 이는 향후 국제스포츠대회 정책결정에 있어 중요한 정책적 시사점을 제공한다.

The purpose of this study is to investigate whether the policy decision of the International Sports Competition is reasonable. To analyze the rationality of policy decisions for international sports competitions, we looked at cases of selecting domestic candidate cities for the 2018 Winter Olympics based on the concept of Rationality discussed by Diesing. Specifically, political rationality and economic rationality were applied by dividing the process into two criteria: the KOC's domestic candidate city selection process and the government's approval and deliberation process. As a result of the analysis, it was assessed that the decision-making rules were out of principle in the process of selecting a domestic candidate city for the KOC and that the political rationality was lacking because equal qualifications and authority were not granted in the evaluation process. On the other hand, in the process of government deliberation and approval, economic rationality was assessed as an alternative that was sufficiently high by economic review criteria for economic review. These results show that international sports competition policy decisions do not meet the conditions for securing political and economic rationality at the same time, and that more complementary measures are needed. This provides important policy implications for future policy decisions for international sports competitions.
