본 연구는 2008년 시행된 기초연금 수령으로 인한 정책효과를 분석하기 위해 노인가구의 소비지출 의 불평등도를 분석하였다. 통계청의 가계동향조사 자료의 노인가구를 대상으로 분석한 결과, 기초연금 수령가구의 지니계수는 계속해서 감소하는 추세를 나타내고 있었으며 기초연금을 수령하는 1인 및 2인 이상 노인가구와 도시 및 비도시 노인가구 모두 소비의 불평등도가 완화된 것으로 나타났다. 나아가 모 든 분위에서 기초연금 수령가구가 소비지출 불평등도 관점의 사회후생에서 일반화된 로렌츠 우위 (generalized Lorenz dominance)에 있음을 확인하였다. 본 연구의 분석결과는 기초연금과 같은 공적 소득지원제도가 소득불평등도의 개선은 물론이고 이를 통해 하위소득계층의 소비불평등을 완화하여 경 기침체 시 선별적 정책의 유효성에 대한 시사점도 제공할 것으로 판단된다.

This paper analyzes the inequality of consumption expenditure of elderly households in order to analyze the policy effects of the receipt of the basic pension in 2008. As a result of analyzing the elderly households in the household expenditure survey of the Statistics Korea, the Gini coefficient of households receiving basic pensions continues to decrease. And for single and two more household member as well as urban and non-urban households among elderly households who have received the basic pension, we find that inequality in consumption expenditure among all households is alleviated. According to the results of this study, we argue that the public transfer support system, such as the basic pension, not only improves income inequality, but also reduces consumption inequality among the lower income households, thus expect to provide implications for the effectiveness of selective policies during economic downturn.
