본 연구는 영세자영업에 관한 일관된 틀이 부족하다는 인식하에서, 창업동기, 조직 규모, 재정 적 성과 및 업종과 같은 네 가지 기준을 제시하고 이에 기초하여 영세자영업을 분석하고자 한 다. 이러한 네 가지 기준을 중심으로 KLIPS 자료를 사용하여 한국의 영세자영업 부문을 분석한 결과를 살펴 요약하면 다음과 같다. 첫째, KLIPS 조사 기간 동안 (1998∼2018년) 자영업율은 감 소하였지만, 영세자영업 비중은 증가하였다. 둘째, 2000년대 중반까지는 소득 악화로 인하여 영 세자영업의 비중이 증가하였으나, 이후에는 영세자영업의 비중이 안정적인 추세를 보였다. 셋째, 경제전체로는 자영업 부문과 임금근로 부문 간에 제한적인 소득 양극화 현상이 발생됨을 알 수 있었지만, 분석의 초점을 서비스 부문에만 맞출 경우에는 소득 양극화를 확인하지 못했다. 넷째, 당해 조사 기간 동안 자영업자들은 저혁신형 서비스 업종에서 중ㆍ고혁신형 서비스 부문보다 상대적인 소득 수준을 올릴 기회가 더 많은 것으로 나타났다.

Korean self-employment research has lacked consistent criteria for understanding weakness within the self-employment sector. This study proposes four criteria of self-employment weakness based on entrepreneurial motivation, organizational size, financial performance, and business type. Analysis of the Korean weak self-employment sector using these four criteria on the KLIPS survey data between 1998 and 2018 reaches the following conclusions. First, the self-employment rate dropped, even as self-employment weakness increased. Second, self-employment weakness increased due to a deterioration in self-employment income through the mid-2000s but has since remained stable. Third, in the overall economy, the KLIPS data shows limited income polarization between the self-employment sector and the rest of the labor market. However, income polarization is not confirmed when the focus is narrowed only to the service sector. Finally, this study finds that opportunities for the self-employed were more plentiful in low-innovation businesses than in mid- to high-innovation businesses.
