현재 많은 기업과 기관들이 산업재해예방을 위해 안전보건경영시스템을 도입하여 운영해 오고 있다. 그러 나 자금이나 인력 면에서 취약한 중소기업은 대기업보다 안전보건경영시스템을 취득하고 운영하기가 어려운 실정이 다. 기존에 안전보건경영시스템을 도입하여 운영하는 사업장도 인력 부족과 까다로운 시스템 요구사항으로 인해 제 대로 실행하지 못하고 있다. 이에 본 연구에서는 중소기업이 안전보건경영시스템 인증을 시행착오 없이 취득하고 운영할 수 있도록 효율적인 문서작성 및 실행방법을 제시하고자 한다. 이를 위해 먼저 기존문헌과 이전의 선행연구 에 대한 분석과 함께 현재 국내 기업들의 인증 현황 파악과 인증 시스템의 단계별 추진상의 문제점을 도출하고 안 전보건경영시스템 관련 전문가를 대상으로 Delphi 기법을 활용하여 개선방안을 도출하였다. 따라서 본 연구결과는 중소기업이 인증기준에서 요구하는 단계별 절차와 실행사항을 쉽게 이행할 수 있는 방안을 제시함으로써 안전경영 시스템 운영이나 기존 인증 사업장의 인증전환 시 많은 시사점을 주었다는 점에서 큰 의의를 찾을 수 있다.

Many companies and organizations have introduced and operated a safety and health management system for industrial accident prevention. However, SMEs that are vulnerable in terms of funding or workforce are more difficult to acquire and operate a safety and health management system than large corporations. Even workplaces that have introduced and operated a safety and health management system have not been able to properly execute due to the lack of workforce and the difficult procedures required by the system. The purpose of this study is to suggest how to prepare and implement documents so that SMEs can acquire and efficiently apply the safety and health management system certification without trial and error. To this end, first, analyze the existing literature and previous research, identify the current status of domestic companies' certification and draw problems in each stage of the certification system, and derive plans to improve the safety and health management system by using Delphi techniques. Therefore, the results of this study can be found to be of great significance in that SMEs can have provided many implications when operating a safety management system or converting certification of existing system by presenting a method to easily implement step-by-step procedures and implementation.
