Multilateralism has played a significant role in the rapid growth of international trade in the latter half of the 20th century and at the beginning of the 21st century. However, preferential trade has survived the era of the multilateralism. Many preferential trading agreements such as the Generalized System of Preferences (GSP) or Free Trade Agreements (FTAs) offer preferential treatment for imports that satisfy pre-specified requirements such as rules of origin. However, many firms do not utilize such preferential treatment of their products and would rather export under the MFN tariffs. This is a drawback to the preferential trading agreements and FTAs that seek to promote preferential trade among member countries of the FTAs or import from developing countries. This paper sets up a simple graphic model that can explain why the preferential trading agreements or FTAs are only partially utilized. The paper suggests that multilateralism rather than preferential trade should be strengthened.

다자주의는 20세기 후반부에서 21세기 초반까지 국제무역이 증가하는데 크게 기여 하였다. 그러나 ‘특혜무역’(preferential trade)은 다자주의 시대에도 명맥을 유지하 였다. 일반특혜관세(Generalized System of Preferences)나 지역경제통합은 원산 지규정 등의 일정요건을 만족하는 수입품에 대해 특혜를 제공한다. 그렇지만 많은 기업들이 이러한 무역특혜를 누리지않고 일반관세하에 수출을 한다. 이는 개발도상국 의 수출을 증진시키려는 특혜무역체제와 회원국간 무역을 증가시키려는 자유무역협정 의 효과를 감소시킨다. 본 논문은 기하학적 분석방법을 이용하여 특혜무역이 충분히 활용되지 못하는 원인을 구명한다. 본 논문은 특혜무역보다는 ‘다자주의’가 강화될 필요가 있음을 강조한다.
