사회적기업법은 2007년에 제정되어 시행되었으며, 10년 이상 지난 현재 사회적 환경변화에 따라 정부는 사회적기업법 제8조 인증 요건 및 절차를 등록제로 개정을 예고하고 있다. 그러나 사회적기업에 대한 인증제도와 등록제에 대한 상반된 의견이 존재하고 있다. 현실적으로 어떠한 제도가 사회적기업을 더 성장시키고, 안정화 및 정립화 시킬 수 있을 것인지에 대한 고민이 생긴다. 따라서 본 논문에서는 인증제도와 등록제에 대한 주요 선행연구 내용을 분석하여 살펴보고 현실적으로 우선시 되어야 할 사항을 점검함으로써 개선되어야 할 사항을 제시하여 사회적기업 발전에 도움이 되었으면 한다.

The Social Enterprises Promotion Act was enacted and implemented in 2007, and more than 10 years later, due to changes in the social environment, the government is promulgating amendments to the registration requirements and procedures of Article 8 of the Social Enterprises Act. However, there are conflicting opinions on the certification system and registration system for social enterprises. In reality, the question arises as to which institutions can further grow, stabilize and establish social enterprises. Therefore, in this paper, I would like to help the development of the social enterprise by analyzing and reviewing the major previous studies on the certification system and registration system, and suggesting the items to be improved by checking the matters that should be prioritized.
