In the latter half of the 19th century, associations were formed, with interpretation and translation practitioners and interpretation and translation scholars as the main axis in both Korea and Japan. In Korea, "Yukgyosisa" was established mainly by official translators who were in charge of diplomatic and commercial affairs at that time, and in Japan, 'Meirokusya' was established mainly by western scholars who were in charge of publishing translated books and teaching translation and interpretation. Yukgyosisa, unlike the middle class sisa(poetry’s society), who stayed in enjoying the liberal literary styles, actively exchanged opinions on international order and internal social change, and took the lead in modernization as a sort of political association seeking countermeasures. Meirokusya was also a modern academic organization that regularly held seminars on various subjects and published periodical journals, providing the ideological foundation of the Meiji government. It is necessary to reevaluate interpreters and translators and interpretation translation scholars at the time as leading modern intellectuals who established Yukgyosisa and Meirokusya to call for the transition to modern society.
