중국과 러시아의 밀월이 깊어지고 있다. 본 논문은 소프트밸런싱 이론에 기반해 2017년 이후 북핵문제에 대한 중국과 러시아의 공조를 살펴본다. 소프트밸런싱 이론은 도전국이 비군사적 수단으로 패권국의 일방주의를 견제할 수 있음을 주장한다. 북핵문 제의 경우, 미국이 동맹을 기반으로 북한에 대한 군사적 압박을 강화했음에도, 중국과 러시아는 비군사적 수단인 외교적 공조를 통해 미국의 대북정책을 견제하는 전략을 택했다. 구체적으로 중･러 양국은 북한의 핵･미사일 개발 잠정 중단시 이에 상응하는 한･미연합훈련 유예(쌍중단) 등이 담긴 3단계 로드맵을 발표했고, 이를 국제사회에 지 속적으로 홍보하는 전략을 구사했다. 이로써 중국과 러시아는 UN에서 미국의 일방주 의적 북한제재를 지연시키는 등 성과를 달성했다. 소프트밸런싱 관점에서 볼 때, 북핵 문제가 고조되었을 당시 중국과 러시아는 외교적 공조를 통해 미국의 일방주의적 대북 정책을 견제하는 데 소기의 성과를 달성했다고 볼 수 있는 것이다.

The honeymoon between China and Russia is deepening. Based on the theory of soft-balancing, this paper examines cooperation between China and Russia on the North Korean nuclear issue since 2017. Soft-balancing theory argues that a challenging country can check the unilateralism of a hegemonic state by non-military means. In the case of the North Korean nuclear issue, although the United States has increased military pressure on the North based on its alliance, China and Russia have taken a strategy to check the U.S. policy through diplomatic cooperation, a non-military means. In particular, China and Russia announced a three-step roadmap that includes a moratorium on South Korea-U.S. joint military exercises, which correspond to North Korea’s temporary suspension of nuclear and missile development, and continued to promote it to the international community. China and Russia have achieved some performances including the delay of U.S. unilateral sanctions against North Korea at the UN. From a soft-balancing point of view, China and Russia achieved some desired results in checking the unilateral U.S. policy toward North Korea through diplomatic cooperation when the North Korean nuclear issue escalated.
