The 2nd Joseon Educational Decree began to be implemented, when the military reign changed to the cultural reign as Joseon people rebelled against and resisted the Japanese colonial policy following the March Independence Movement, and when the reconciliatory reign began subsequently to be implemented. This paper examined a change between the 2nd Joseon Educational Decree and the previous educational policy(1st Joseon Educational Decree). And, the Joseon Educational Decree, which was partially amended in 1929 from the 2nd Joseon Educational Decree, was examined along with the amended items. The big difference was found in the educational system, and subsequently, examined was a change in the number of schools, and students, and teachers, as well as Confucian village schools, and then elementary school education and its background.
