한중 도시간 교류협력 과정에서 지자체간 체결한 자매·우호결연 누적 건수는 총639건(자매결연 215건, 우호협력 424건)으로 전체 교류국가와 맺은 1,591건의 40.2%를 차지한다. 그러나 한국과 중국 지방정부와 교류에 대한 연구와 분석은 매우 부족한 상황이다. 한중 자유무역협정의 2차협상이 진행되면서 최근 사드배치 및 북핵이슈 등으로 양국경제협력관계가 위협을 받으면서 이에 대한 대안으로서 도시간 무역협정의 체결이 위기대응의 대안으로서 부상하고 있다. 이에 따라 한·중 도시간 무역협정 체결 등에 법리적 검토를 포함하여 지방간 교류 확대를 위한 방안 수립이 시급한 실정이다. 중국의 경우 CEPA 등의 체결을 통해 광동성, 복건성 등 대만, 홍콩, 마카오 등과의 경제협력을 확대한 바 있다. 이와 함께 자유무역시험구를 지정하여 운영하고 외국과의 경제협력단지도 공동으로 개발하여 운영한 경험이 풍부하여 다양한 분석 사례를 제공하고 있다. 우리나라는 FTA 협정문 17.25조와 17.26조에 따른 한중 경제협력 시범지역 조성 및 지방정부 간 협력 방안의 구체화가 필요한 단계이다. 지방정부 및 지역의 기업들이 협의하여 매뉴얼 및 조례의 제정 등 노력을 기울이는 것이 중요하다. 중앙정부 차원의 FTA 추가 협상시 지방간 협력을 의제화하고 지방정부는 대중국 협의체를 구성하여 정례화하는 것이 바람직할 것으로 보인다.

In the process of exchanges and cooperation between Korea and China, 639 cases (sisterhood alliance 215 cases, friendship cooperation 424 cases) were signed by the local governments, accounting for 40.2% of the 1,591 cases signed with all exchanging countries. However, research and analysis on exchanges with local governments in Korea and China are very scarce. As the second negotiation of the Korea-China Free Trade Agreement is underway, the economic cooperation between the two countries is threatened by the recent Sad deployment and the North Korean nuclear issue. As an alternative to this, the signing of the inter-city trade agreement is emerging as an alternative to the crisis. As a result, it is imperative to establish measures for expanding inter-provincial exchanges, including judicial review on the conclusion of trade agreements between Korea and China. In the case of China, CEPA signed agreements to expand economic cooperation with Taiwan, Hong Kong and Macao, including Guangdong Province and Fujian Province. In addition to this, the Free Trade Zone has been designated and operated and jointly developed and operated by the Economic Cooperation Guidance Team with foreign countries. It is necessary for Korea to establish a demonstration zone for Korea-China economic cooperation in accordance with Articles 17.25 and 17.26 of the FTA Agreement and to formulate cooperation measures between local governments. It is important for local governments and local companies to make efforts, such as the establishment of manuals and ordinances, in consultation. It is desirable that the local government should formulate and cooperate with the Chinese counterpart in regularizing the regional cooperation in negotiating the FTA with the central government.
