면세점 사업은 정부로부터 특허를 부여받은 사업자가 해외여행자에게 면세물품을 판매하는 사업이다. 면세점 사업은 수입품과 국산품을 국내외 해외여행자에게 판매하므로 중계무역과 수출의 성격을 동시 에 지니고 있으며 관광산업과 밀접하게 연계되어 있다. 2013년 관세법 개정으로 면세점 사업관련 제도 가 대폭 변경되고 이후 국내외 시장 상황이 급변하면서 면세점 제도에 대한 논란이 지속되고 있다. 본 논문은 한국 면세점 사업의 현황을 간략하게 살펴본 후에 면세점 사업의 특성에 대한 정확한 이해 를 기반으로 한 면세점 제도의 개선 방향을 제시한다. 면세점 사업에 대한 경쟁정책 측면에서는 최근의 연구 성과를 확장하여 국내외 수요 및 공급여건의 변화에 대응한 정책방향을 살펴본다. 해외 수요가 줄 어들 경우 면세점 사업자 수를 줄이기보다는 늘리는 것이 적절한 대응임을 보인다. 본 논문은 경쟁정책 측면에서 고정비용의 역할에도 주목한다.

The duty-free shops with licenses from government sell tax-exempt goods for overseas travelers. The duty-free shops engage in intermediary trade and export, and they are closely related to tourist industries. Following the reform of Tariff Act in 2013, much attention has recently been paid on the government policies regarding duty-free shops in Korea. This paper briefly reviews recent trend of the duty-free business in Korea. The paper then proposes perspectives for institutional reform and competition policy for duty-free shops. This paper also suggests ways to adjust the number of licenses for duty-free shops in response to changes in demand and supply conditions. Specifically, a decrease in overseas demand is shown to increase the optimal number of duty-free shops. The effect of fixed costs is also discussed.
