이 연구의 목적은 부사관과 학생들의 말하기 능력을 향상시키기 위해 전술적 의사소통에 개념을 규정하고 전술적 말하기 교육 방안을 고찰하는 것이다. 본 연구에서는 전술적 의사소통의 개념을 규정하고 목적-행위-목적달성이라는 단계를 구성하였다. 이를 통해 전술적 의사소통은 인식-이해-배려-행위의 반복을 통해 이루어지는 특성을 지니고 있음을 확인하였다. 효과적인 전술적 의사소통을 위해 반복을 최소화할 수 있는 우다루프 전술의 대화를 제시하였다. 우다루프 전술의 대화를 적용한 부사관과의 말하기 교육은 변화-적용-실현의 단계를 지니고 있으며 학생들에게 대인관계능력과 문제해결능력을 함양하고 실행력을 겸비하게 하는 교육이다. 이 교육방안은 우다루프 전술의 의사소통을 실현함으로써 대화의 환경적 요인을 객관적 정보로 전환하여 효율적인 의사소통 능력을 향상시키는 것이다. 마지막으로 이 연구의 한계와 향후 연구를 위한 제언을 하였다.

The goal of this study is to seek an educational method that bring major improvements of the tactical communica tion through setting a definition on the tactical communication and developing ways of the communication methods t o petty officer majoring students in community college level. The study is formed a concept of the tactical communi cation based on the tactical soften influence and, set up three steps; Goal - Act - Achieving the purpose. The stud y clarifies that the tactical communication is formed by repeating three steps of ‘Recognition - Understanding - Reg arding - Act.’ To suggest an efficient way of the tactical communication by reducing the repeating communication s teps, the study proposes ‘OODA loop’ communication. The curriculum of Petty officer major students has three step s,Change - Apply - Present steps, with using the concept of ‘OODA loop.’ The curriculum method offers a way of i mprovement state on interpersonal and problem-solving abilities. This education method presents variety developed OODA loop situations to minimize the act step on conversing informations through objective perspective and helping faster decision making process.
