Study on the Big Data Utilization for the Parliamentary Library and Research Services

There are highly growing expectations on facilitating Big Data in public sector, especially in legislation. Big Data utilization could consolidate every stage of legislative process with insightful and comprehensive understanding. So, there are strong needs of Parliamentary Library and Research Services to analyze and shape Big Data being readily accessible in legislative process. The important point is that the Big Data utilization for legislative support organizations ought to have differentiated tactics from that of the private sector based on its own characteristics. Big Data utilization by public institutions should be enjoined to be neutral rather than hold party allegiance. It is also required of having a clear goal, leadership, stable budget, long-term approaches, prepare for risk factors, and so on. Furthermore, an action to promote users’ digital literacy should be carried out simultaneously. Then, eventually, Big Data utilization by the Parliamentary Library and Research Services, can enrich the parliamentary procedures and contribute to involvement from the people. Ultimately it can contribute to enhance legislative capabilities and strengthen democracy.
