본 연구는 정치자금으로 정치인의 행태를 설명할 수 있다는 전제를 가지고 있다. 이 글의 목적은 실증적 데이터를 바탕으로 국회의원의 정치자금 규모와 사용내역을 분석하고 그것의 정치적 결과를 규명하는 것이다. 구체적으로 지난 19대 국회에서 의원들이 지역구 유권자들의 지지를 얻기 위하여 재임기간 동안 행했던 홍보와 조사 및 여론수렴 활동이 어떤 정치적 평판으로 귀결되고 선거 결과로 이어졌는지, 의원들의 정치자금 사용내역을 통해 검토하고자 한다. 분석 결과, 의원의 홍보 활동 중 가장 큰 비중을 차지하는 것은 의정보고서 제작 및 발송, 그리고 문자 발송이었으며, 의원의 홍보는 전문 마케팅 기업을 통해 전문적이고 체계적으로 수행되고 있었다. 그러나 지역구 지지를 얻기 위한 이러한 의원 개인의 노력에도 불구하고 의원의 홍보는 그의 호감도를 일부 상승시키는 데 다소 기여할 뿐, 의원의 정치적 평판과 득표율 상승에 가장 큰 영향을 미치는 요인은 소속 정당이었다.

This paper investigates members of the 19th Korean National Assemblymen’s political expenditures and their political consequences. By looking into the details of official allowances, we examine the relationship between activities of congressmen, such as advertising and research, on the one hand, and the levels of constituency support, such as voter perception and electoral support. We find that the major part of advertising spending was used for the publication and distribution of Assemblymen’s activity report and mobile text messages; while most of the ‘research’ money was channeled to marketing firms for survey and consulting efforts. Regardless, the results suggest that only PR activities, among others, mildly contribute to enhancing constituency support measured by the electorates feeling thermometer, and that it is again the partisan label that contribute more to the congressmen’s reputation in her home district.
