빠른 변화와 혁신이 특징인 현대의 기업경영 환경 내에서, 기업들의 R&D 성과 및 효율성 증진의 중요성이 더욱 강조되고 있다. 특히 R&D 인력이 이끌어가고 있는 우리나라의 과학기술산업은 현재 국가의 핵심 성장 동력으로서 현재 대한민국의 산업과 경제를 책임지고 있다고 해도 과언이 아니다. 그러나, 연구개발 생산성의 ‘질적’ 척도로서 흔히 사용되는 과학분야 논문 피인용도는 2005년에 세계 29위에 머무는 등 주요선진국의 절반 이하의 수준을 기록하고 있는 실정으로, 경쟁력 있는 차세대 성장 동력을 이끌어 내는 데 어려움이 있을 수 있다는 문제의식이 대두되고 있다. 연구개발에 대한 대규모 투자확대 정책에도 불구하고 연구개발 성과의 질이 선진국 수준에 미치지 못하고 있음을 볼 때, 연구개발에 대한 투자 이외에도 또 다른 중요한 성과변인을 밝히는 것이 시급한 당면과제임을 알 수 있다. R&D 인력의 성과 향상을 위한 사회적 차원의 핵심 요인으로 꼽히는 것이 R&D 인력의 전문적 정체성 (professional identity)이다. R&D 인력의 정체성과 직무 만족도에 관한 이슈는 지속적으로 주목 받아 왔음에도 불구하고, 구체적으로 어떤 조건에서 이 관계가 더 강화되고 약화되는 지에 관해서는 연구된 바가 드물다. 본 연구는 R&D 인력의 과업 설계를 boundary condition으로 제안하며, R&D 인력의 과업 전문화(task specialization)와 과업 기대에 대한 부응(met-expectation)의 중요성을 탐색하였다. 가설 검증을 위해 총 26개 정부출연 연구기관의 695명의 R&D 인력으로부터 자료를 획득하였다. 첫째, R&D 인력의 전문적 정체성(professional identity)이 직무 만족도에 미치는 영향을 살펴보았다. 전문적 정체성이란 개인이 자신의 직업을 전문적인 직업이라고 인식하는 정도와 함께, 이러한 전문적인 일에 얼마나 가치를 두는가로 정의된다. 선행연구에 의하면, 지식근로자들은 강한 전문적 정체성 혹은 전문 직업의식 (professionalism)을 가질수록 높은 업무 성과를 보인다고 한다. 전문적 정체성이 강할수록 직무만족도가 증가하고, 이는 긍정적인 업무성과로 이어진다. 본 연구에서는 R&D 인력의 전문적 정체성이 직무에 대한 만족도를 증가시킴을 밝혔다. 둘째, R&D 인력의 직무 만족도를 높일 수 있는 구조적 차원의 변인으로 연구업무의 전문화(task specialization) 정도가 미치는 조절효과를 살펴보았다. 지식노동자들은 범조직 지향적이고 전문가로서의 경력을 지향 하는 성향을 보이므로, 이들에게는 특히 업무의 전문화가 매우 중요한 동기요인이 될 수 있을 것이다. 그러나,우리나라 R&D 인력들은 연구개발 등 전문화된 업무에 집중하기 보다는 부수적인 연구지원 업무(예: 연구 프로젝트 계획 및 개발, 시장조사, 연구비 집행 등)에 상대적으로 많은 시간을 투입하는 것으로 알려져 있다. 본 연구에서는 앞에서 R&D 인력의 전문적 정체성이 강할수록 직무 만족도가 높아짐을 발견하였다. 이는 구조적 요인과도 밀접한 상호작용을 하는 것으로 나타났는데, 순수연구업무에 많은 시간과 노력을 투입하고 있는 R&D 인력일수록 이 관계가 더 강하게 입증되었다. 마지막으로, 연구업무의 전문화 정도와 더불어, R&D 인력들이 연구팀에 합류할 당시에 기대했던 순수연구 업무 비중 대비 실제 순수연구업무 비중을 분석하여, 순수연구업무의 비중에 대해 초기에 기대했던 기대치가 실제에 부합되는 정도에 따라 연구원들의 연구원으로서의 전문적 정체성이 직무 만족도에 미치는 영향이 달라질 수 있음을 밝혔다. 즉, R&D 인력이 연구팀에 합류할 때 가지고 있었던 순수연구업무의 비중에 대한 기대치가 실제와 부합되었을 때, 이들의 정체성이 직무 만족도에 더 강한 긍정적인 영향을 미치는 것으로 나타났다. 이와 같은 결과는 사회적 차원의 요인인 R&D 인력의 전문적 정체성이 구조적 요인인 업무의 전문화 및 업무기대에 대한 부응치와 상호작용을 하여 직무 만족도에 영향을 미치게 됨을 밝히는 것으로서, 직무 만족도에는 구조적 차원과 사회적 차원이 상호 복합적인 영향력을 행사하고 있음을 알 수 있다. 본 연구를 통하여 기대할 수 있는 이론적, 실무적 시사점은 다음과 같다. 첫째, R&D 인력을 포함한 지식 노동자들의 특성에 기반하여, 전문적 정체성과 업무전문화 정도, 기대 부응치가 이들의 직무 만족도에 미치는 영향을 분석함으로써 지식노동자들에 관한 기존연구문헌에 기여할 수 있을 것이다. 또한, 지식노동자들에 대한 이해와 이들의 인력관리 방안을 모색함으로써 지식집약적 조직과 산업에 실무적인 시사점을 제공할 수 있을 것이다. 둘째, 조직 외부로부터의 투입확대를 통한 생산성 증대도 중요하지만, 앞으로는 조직 내부 인력의 업무 내용과 과정의 관리를 통한 연구개발의 효과성 증진이라는 새로운 패러다임이 가능함을 제안하고자 한다. 더 나아가 R&D 인력의 연구업무 전문화 정도를 높이기 위한 연구지원/관리 시스템의 구축 필요성에 대한 시사점도 제공할 수 있을 것이다. 결과적으로, 기업의 효과적 R&D 인력관리를 위해서는 이들이 순수연구 이외의 업무에서 벗어나 연구 자체에 전념할 수 있는 환경을 만드는 것이 중요하다는 시사점을 얻을 수 있다. 마지막으로, 본 연구의 이론적, 실무적 시사점과 향후 연구과제에 대해서 논의하였다.

In current business environment characterized by rapid change and innovation. the need to maximize R&D performance and efficiency is paramount. In particular, science and engineering is one of the key areas that drive the development of current Korean economy. However, the quality of science and engineering outputs of Korea indicated by science citation indices is much less than that of more developed countries, despite recent large investment in R&D activities. This suggests that there may be another important success factors in R&D productivity in addition to the R&D investment, and it is critical to discover the factors. This study aims at exploring the factors that can improve R&D performance and effective ways to manage R&D professionals. One of the key social factors is known to enhance R&D performance is R&D workers’ professional identity. Despite enduring interest in the relationship between R&D workers’ professional identity and job satisfaction, little has been discovered in terms of under what conditions this relationship is strengthened or weakened, This study suggests R&D workers’ task design as a key boundary condition, and analyzes the dynamics between task specialization and professional identity, and their combined effects on job satisfaction in the context of R&D professionals in public research organizations in Korea. For empirical test, data was collected from 695 Korean R&D professionals in 26 public research organizations in Korea. First, this study examined the impact of Korean R&D workers’ professional identity on the level of job satisfaction. Professional identity is defined as the extent to which a worker perceives his or her work as a professional one, and the value the worker attaches to the work. Past research shows that knowledge workers exhibit higher performance when they possess professional identity or professionalism. Strong professional identity enhances job satisfaction which leads to higher performance. This research revealed that R&D professional’s strong identity increased job satisfaction. Second, this study explored the effect of task specialization as a structural variable that can enhance R&D professionals’ job satisfaction. Knowledge workers such as R&D professionals tend to be career- oriented, rather than organization-oriented, so task specialization can be an important motivator for them. However, Korean R&D professionals tend to invest majority of their time on the activities other than research-oriented activities including research project development, market research, and administrative work. This study showed that R&D workers’ professional identity increased their job satisfaction, and that this relationship was stronger for those who invested most of his or time in research-oriented activities. Finally, this study found the influence of met-expectation (i.e., to the extent that the R&D professionals’ expectations on task specialization has been met) on the R&D professionals’ degree of job satisfaction and the strength of professional identity. More specifically, the R&D professionals whose initial expectation on task specialization was met experienced stronger professional identity and a higher level of job satisfaction. This study sheds light on the importance of task specialization for R&D professionals. Theoretical and practical implications are discussed as well.
