각종 지방재정관리제도를 도입한 목적은 지방재정이 투명하고 책임성 있게 운영하기 위한 것임에도불구하고 아직 제대로 활용되지 못하고 있다. 본 연구는 이러한 제도 중의 하나인 지방재정분석의 지표값을 활용하여 정책 결정에 활용하기 위한 방안을 모색한다.연구의 질문은 자치단체가 지방재정분석의 지표 값을 지방재정 운영에 어떻게 활용할 것인가 이며,연구의 목적은 지방재정분석의 지표 값에서 자치단체의 효율적 재정운영 방안을 찾아내어 재정 관리의건전성과 효율성을 제고하는 방안을 모색하는 것이다. 연구에 활용한 지표의 종류는 재정건전성관련 7개의 지표와 재정효율성 관련 22개의 지표이다. 이들 지표 값 중에서 지자체 유형별 평균 지표 값과 사분위 지표 값에 따라 각각 2개와 4개 구간으로 나누고, 이것을 매트릭스로 조직화하여 재정위상(financial position)으로 설정하였다. 이때 유형별 평균값의 재정위상은 양호와 미흡으로, 사분위 지표 값은 매우 양호, 양호, 보통, 미흡, 매우 미흡으로 설정하였다. 그리고 지표의 성격이 상향인가 하향인 가에 따라 서로 상반된 재정위상을 가지도록 설계하였다.본 연구에서 제안한 지방재정분석의 지표 값을 활용하는 방안은 재정위상 인식기준을 결정하여 개선대상 지표를 선정하고, 그와 관련된 부서를 파악하여 부서별 개선방안을 도출하는 것이다. 아울러 이러한 절차에 따라 안산시의 사례를 실증적으로 검토하였으며, 그 결과 안산시에서 가장 시급하게 개선해야할 8개 지표를 얻을 수 있었다.

The central government in Korea has adopted many kinds of local finance management systems to guarantee the transparency and accountability. But those systems are not fully used for policy decisions. In respect to this gap, this article tries to focus on the local finance analysis system, so that it will be utilized for policy decisions to enhance the fiscal soundness and efficiency. For this purpose, this article focuses on the 7 kinds of indices on fiscal soundness and 22 kinds of indices on fiscal efficiency. Average of each index is categorized by 2 block. A quartile of each index is categorized by 4 block. According to this categorization, this article makes a matrix to analyze the fiscal position status. Average position is evaluated by 2 step; good and bad. A quartile position is evaluated by 4 step; very good, good, bad and very bad. The position is made difference by the characteristics of the index whether it is upward or downward oriented. The purpose of this methodology is to categorize the fiscal positions by using the fiscal analysis indices, so that any local government can recognize its fiscal status and find out policy recommendations for fiscal soundness and efficiency. According to this procedure, this article analyzes the Ansan city case and finds out 8 indices, which are urgent for innovation.
