본 연구의 목적은 지속가능한 우수 관리계획의 정의를 개념화하고 지자체들이 우수 관리의 핵심개념을 그들의 도시기본계획에 충분히 반영했는지를 평가하는데 있다. 연구 대상지로는 미국 동부 연안 지역 30개 지자체가 선정되었으며, 도시기본계획의 정책 수준은 계획내용 분석법을 이용하여 평가하였다. 본 연구의 분석결과, 표본에 선정된 도시기본계획들은 우수 관리 및 홍수예방정책에 관련하여 10점 만점에 평균 2.9점을 획득하여 매우 미흡한 수준을 보였다. 또한, 정책 성능 점수를 통해 전통적인 토지이용계획 정책들이 기존 계획에 자주 채택되어 있는 반면, 수질 및 우수 관리와 직접적으로 연계된 토지이용정책들과 규제들은 드물게 언급되어 있음을 확인하였다. 본 연구 결과는 지자체 정책결정자들과 계획가들이 지속가능한 우수 관리 원칙들을 적용하여 앞으로 더욱더 다양하고 전략적인 우수 관리 정책을 수립하는데 활용이 기대된다.

The purpose of this study is to conceptualize the definition of sustainable stormwater management planning and understand whether local jurisdictions have throughly integrated the key concepts of stormwater management into their comprehensive plans. The quality of policies in 30 local comprehensive plans in the Mid-Atlantic region are measured by employing the content analysis method. The results indicate that local comprehensive plans in the sample have relatively weak policies toward stormwater management and flood mitigation with the average policy quality score of 2.9 out of 10. The results of policy performance score further identify that traditional land-use planning toolkits were adopted frequently in the existing plans, whereas land-use approaches and regulations that are directly related to water quality and quantity were mentioned rarely. The findings from this study are expected to support local decision-makers and planners to adopt more diverse and strategic stormwater management policies by integrating the principles of sustainable stormwater management.
