The large-scale regional development projects could bring tangible results by eliminating the shadows of the past and modifying to a modern residential environment. Without industrial investment, social capital has been used up to carry out the hard infrastructure focused development projects that leads to increase property values only, not regional productivity. Besides, a rise in real-estate leads to increase production cost and service cost in manufacturing and also becomes a key cause of the depression. As for overcoming the problem of the traditional regional development projects, community business supporting project (CBSP) is running as a pilot project. CBSP is expected of leading to a virtuous cycle of regeneration by creating a self-sustaining economic structure and strengthening community ties. The aims of this study is to clarify problems in running CBSP and its regional innovation policies and to investigate effects of IT-based co-creation, here focusing communication efficiency which promote corporation and information sharing between residents and enterprise, furthermore accomplishing job creation in the region and regional innovation. To identify the concept of IT-based co-creation, we conduct a literature review on community business and to suggest a practical application of IT-based co-creation and an effective policy by analyzing current situation of CBSP which is incubated by the Ministry of Security and Public Administration. This study has value in presenting an applicable guideline for evaluating current regional innovation projects and for applying IT-based co-creation to CBSP.
