Regulation on Promoting Technology Transfer of Nanjing Metropolis, which entered into force on April 1st,2011,contains many innovative points and breakthroughs, which will produce positive impacts on commercializing the universities’ scientific achievements in Nanjing and improving national and local legislation on technology transfer. In particular, the content of Article 6 of the Regulation, which provides that the Association of Science and Technology, Trade Union, Industrial Association shall take advantage of their own vantages to promote technology transfer; the media such as broadcasting, TV and newspapers and magazines etc shall enhance to propagandize the activities of technology transfer and promote technology transfer, attaches much more importance to the positive roles played by the nongovernmental organizations (NGOs) and the media, which is provided for the first time and set a precedent in China. This provision will surely help to develop favorable environment and culture for advancing the commercialization of universities technologies and further give an impetus to promoting technology transfer in Mainland China, which may make great contributions to constructing China as an innovative country.
