이 논문은 문화복지 정책과 그것이 기반하고 있는 ‘관리적’ 관심을 분석하고 있다. 문화복지는 삶의 질의 중요 성을 강조하기 위해 한국 정부에 의해 도입된 개념으로, 문화예술영역을 중심으로 한 삶의 질에 대한 공공 및 정 치 영역으로부터 관심을 이끌어내는 데 중요한 역할을 하였다. 그러나 이와 동시에 문화복지의 실천과 관련하여 몇 가지 이슈도 제기하고 있다. 이 논문은 이러한 이슈를 문화적, 예술적 가치와 관리적 관심의 관계라는 측면을 중심으로 살펴보았다. 이를 위해 푸코에 의해 새롭게 정의된 관리(government) 및 관리합리성(governmentality) 개념을 활용, 문화복 지를 ‘관리적 권력’(governmental power)의 행사 방식의 한 유형으로 제시하고, 이를 문화복지 정책과 그것이 기 반하고 있는 관리적 관심이라는 차원에서 분석하였다. 끝으로, 이 논문은 문화복지 개념이 가져다 준 큰 유용성 에도 불구하고, 문화적, 예술적 가치와 이것의 수단적 활용에 초점을 둔 관리적 관심이 어떻게 조율되어야 하는 지와 관련하여, 여전히 해결되어야 할 과제를 제기하고 있음을 지적하였다.

This paper reviews cultural welfare policy in Korea and explores its governmental concerns. ‘Cultural welfare’ is a new terminology introduced by the Korean government in order to emphasize the significance of quality of life. The notion has been useful for attracting public and political attention with respect to the efforts to promote people’s quality of life especially in the sphere of culture and arts, but it also raises some issues concerning its implementation in the field of cultural policy. The paper examines the issues in terms of relationship between cultural and artistic values and ‘governmental’ concerns, and the latter’s regulative aspect over cultural values. In order to explore ‘cultural welfare’ from the point of its governmental concerns, this paper appropriates terms such as ‘government’ and ‘governmentality’, which Foucault redefines as a benefit to differentiate a new type of power from the past ones and examine its rationality. By analyzing cultural welfare programs in cultural policy, this paper links the cultural welfare policy to its governmental concerns and reveals the notion’s fruitful outcomes and at the same time, problems. As a conclusion, the notion of cultural welfare, despite its usefulness in cultural policy, has the limitation of its full application to the area of culture and the arts, and necessitates the integration of governmental concerns with cultural and artistic values in the formation of cultural welfare policy
