공유재산은 최유효이용 관점에서 체계적 관리가 필요하나, 사실상 그러하지 못하다. 이에 본 연구는 공유재산의 체계적 관리를 위해 다음과 같이 제안한다. 첫째, 협력적 거버넌스 체계를 구축할 필요가 있다. 행정자치부는 물론 지방자치단체의 재무회계와 재산관리, 지적과의 유기적 협업이 필요하다. 둘째, 공유재산 전담관리 조직을 신설할 필요가 있다. 만약 불가능 할 경우 관련부서의 협업을 명시적으로 규정할 필요가 있다. 셋째, 지리정보시스템을 활용한 실태조사가 필요하다. 이에 근거한 Data Base화는 세외수입 확충을 위한 기초자료로 활용할 수 있을 것이다. 넷째, 공유자산의 체계적 관리를 위해 e-호조와 행정정보공개시스템(새올시스템)의 일부 기능을 연계할 필요가 있다. 더불어 결산서에 공유재산금액을 별도의 서류로 첨부하여 정책결정자료로 활용할 필요가 있다. 다섯째, 인센티브 등 다양한 내용을 규정할 필요가 있는데, 지방재정법 및 동법 시행령과 공유재산 및 물품관리법 및 동법 시행령을 개정해야 할 것이다.

It is necessary to manage local government's property systematically in order to use it optimally. Nonetheless, many local governments do not appear to manage their properties in a systematic and effective manner. I recommend a couple points in order to do so. First, building a cooperative governance structure is necessary. In doing so, relevant department in the Ministry of Public Administration and Safety (MOPAS) and local governments must work closely to achieve intended goals. Second, a specific department must be installed both at the MOPAS and local governments to manage local properties effectively. Third, by utilizing GIS, a comprehensive survey on local property should be conducted. Based on that information, further revenue could be collected. Fourth, e-hojo (local government financial management system) and Saeol (local government public administration system) system should be connected in order to comprehend the local property systematically, and then utilize the information for further administrative purposes. Finally, for effective management of local property, relevant laws and decrees should be promulgated.
