the information disclosure laws of Korea make clear the distinction and relation between the matters of anti-disclosure and the strict confidential duty of the public servants. If the two aspects being simply identified with each other, the information publicity system will be enforced by the public servants in a very inactive way, thus such a system will result in a Non-public of information. Therefore, how to properly and duly define the limit between the two things will be a matter of importance. China is now amending the Secret Act which has been in use for the past twenty years, and the amending process may meet with a helpful mirror and suggestion from what has happened in the relevant systems of Korea.
