한국에서 정당 정책연구소의 설립과 운영에 대한 법적 근거와 물적 토대가 마련된 이후 10년 가까운 시 간이 흘렀다. 하지만 지금까지 이루어져온 정당 정책연구소에 대한 평가는 전반적으로 매우 부정적이 다. 그러므로 이제부터는 그 동안 정당의 선거용 부속기관이라고 인식되어온 정당 정책연구소가 어떻 게 제 기능을 수행할 수 있도록 할 것인가에 대한 고민을 본격적으로 진행할 필요가 있다. 이에 본 연구는 정당 정책연구소가 대의민주주의의 정책선거와 책임정치와 관련하여 어떠한 의미를 갖 는지를 다각적으로 논의하고 있다. 그리고 대통령선거와 국회의원선거가 동시에 실시되었던 2012년의 정당 정책연구소 운영 성과를 다각적으로 분석하고 있다. 이를 토대로 본 연구는 현재 정치권에서 제기 하고 있는 정당 정책연구소의 개혁 내용들과 더불어 추가적으로 요구되는 제도적 개선방안들을 제안하 고 있다.

It has passed almost 10 years since the Korean political party think tanks were launching. However, the performances of the Korean political party think tanks generally have been assessed very negative. Therefore, it is the time to consider how the Korean political party think tanks will be able to perform their functions and missions properly. In this vein, this study theoretically discusses the relations between political party think tank and representative democracy focused on practicing policy-oriented elections and responsible politics. In addition, it analyzes the various performances of the Korean political party think tanks in 2012. Finally, this study suggests the institutional reforms making the Korean political party think tanks better regarding democratic consolidation.
