Welfare help is needed for Korea society in a variety part because society became quickly industrialized with government-led rapid growth. The welfare policy is processing under the purpose for the social integration and the stability focused on citizen’s life cycle. The need for the senior physical activity policy in the affirmative welfare aspect is critical in the super-aged society today. This study examined the change history of senior welfare and physical education policy through the paradigm of welfare policy from independence until the Kim Dae-joong administration purposing on the basic task performance of senior physical activity policy. The results of this study were able to be summarized by the periodical changes as following. First, the welfare policy introduced in government level since the independence dominated based on the institutional care for the widow and the orphan from war. And the welfare policy for the reconstruction of nation after war was unrealizable to be introduced with the physical activity policy only for elderly. Second, the policy direction of the third republic governments in Korea having placed top priority on national economy development was continued to the sixth republic governments in Korea and was used as a securing mean of the political legitimacy. However consequentially the diverse systems and laws were legislated by the policy. The establishment of the legal system has government to recognize the welfare classes and to introduce the senior welfare and physical education policy for healthy life. Third, the citizen welfare era was started by the Kim Dae-joong administration in the economy crisis introducing the social insurance with the system of social security and extending the social welfare service for vulnerable social group. However there was impossibility to empower into the physical education policy for the senior welfare because of the policy with overriding priority of the government to overcome the economy crisis.
