The purpose of this study was to promote exchanges through activation of sports for overseas Koreans. To achieve this goal, this paper employs qualitative approach based on in-depth interview, expert meeting, and review of diverse documents. Korean government has made an effort to promote overseas Koreans’ interest and understandings on their home country by enfranchisement to overseas Koreans, and those all over the world are recognized as significant because they are our human and physical assets and at the same time they influence the considerable economic power on their residential countries. In particular, regarding the international situation in which today’s world order has reorganized into regions and initiatives in the blocked area has been more competitive, mutual cooperation and aggregated abilities through building communities with overseas Koreans are desperately required to create a favorable international partnership. In carrying out this mission, exchange of sports with overseas Koreans is expected that it will be very useful and effective means. Activation sports exchanges with overseas Koreans are processed from spreading participation of overseas Koreans essentially, so a variety of approaches of establishing strategies and activation policy are required as follows. First, organizing overseas branches of National Sports Council and administrative and financial support. Second, expanding overseas people-oriented international exchanges of sports Third, enhancing sports programs of the World festival for Koreans. Forth, configuring and managing world network of Koreans through sports exchanges with overseas Koreans. Fifth, leading the co-participation with North Korea. Sixth, making enhancement of governmental interest and support on sport exchange business promoted for Koreans in the world.
