건설산업의 국가 내수시장은 거시적인 경제관점으로 볼 때 포화상태이다. 이로 인해, 여러 가지 문제점이 발생되어 건설업의 수익성 하락에 기인하게 되었다. 이러한 상황에서 수익을 최대화 하고자 하는 건설사나 프로젝트 효율을 최대화 하고자 하는 발주자 모두에게 사업타당성의 검증은 무엇보다 중요한 문제로 대두되었다. 국토교통부에서는 위와 같은 문제를 해결하기 위해 건설공사 사후평가제도를 제정하였다. 하지만 현재까지 수행결과는 당초 기획‧계획 당시에 예측한 수요와 건설공사 완공 후 일정기간(3~5년) 경과 후에 측정한 실제 수요를 단순히 비교하여 제시하는 수준으로 개선점에 대한 대안 및 해결책 제시 자료로 부실한 실정이다. 이러한 건설공사 사후평가를 위한 평가기준의 모호함과 필요한 평가항목 부재 등으로 얻어진 자료는 잘못 된 사업 타당성 예측에 기인하고, 이로써 본 평가에 대한 불신이 생겨나며, 결국 형식적인 평가제도로 치닫게 되는 악순환을 반복하게 될 것이다. 이에 본 연구는 효율적인 건설공사를 진행하고자 시행하는 예비타당성조사에 대한 Feed-Back기준이 되는 사후평가항목 구축을 목표로, 건설사업의 사후평가자료를 보다 실증적으로 활용할 수 있는 사후평가항목을 예비타당성조사를 기반으로 하여 도출하였다.

The national domestic market of construction industry is saturated in terms of macroscopic economy. Due to this, various problems have occurred to cause a drop in profitability of construction business. The verification of business feasibility has risen as the more important issue than any other else to both the constructors that want to maximize profits and the owners that want to maximize project efficiency in this situation. The Ministry of Land, Infrastructure and Transport has established a Ex-Post evaluation system of construction project to solve the above problem. However, the execution result so far is at a level of simply comparing and presenting the forecasted demand at the time of initial planning and scheduling and the measured actual demand after a certain period(3~5 years) has passed after the completion of construction project, so it is insufficient as data to present an alternative and solution for the improvement points. The data obtained through this vagueness of evaluation criterion for Ex-Post evaluation of construction project and absence of necessary evaluation items is due to the wrong prediction of project feasibility, resulting in distrust about this evaluation and repetition of vicious cycles that reach a formal evaluation system finally. So this study derived Ex-Post evaluation items that can use the Ex-Post evaluation data of construction projects more positively based on the preliminary feasibility study with a view to establishing Ex-Post evaluation items that are feedback criteria for the preliminary feasibility study conducted to proceed with efficient construction projects.
