본 연구는 독일 코트부스 작센도르프-마들로 지역(Sachendorf-Madlow, Cottbus) 도시재생 프로젝트의 계획 특성을 찾기 위해 ‘통합적 도시재생’의 관점에서 공간 계획의 전략과 내용을 분석하였다. 이 프로젝트는 도시 쇠퇴의 원인을 정확히 진단하고 그 지역만의 특색과 상황을 반영하여 진행된‘맞춤형’도시재생의 사례로서 도시재생 지원프로그램(Soziale Stadt, Stadtumbau Ost)의 지원을 받았다. 이 두 지원프로그램에서 제시한 ‘통합적 재생’의 의도와 특성이 한 지역의 재생 프로젝트에 어떻게 반영되었는지, 계획의 과정 및 내용에는 구체적으로 ‘통합’이라는 의미가 어떻게 담겼는지 살펴보고 통합적 재생의 계획요건을 도출하고자 하였다. 분석 결과, 작센도르프-마들로 지역을‘통합적 도시재생’으로 이끈 계획 요소와 특징을 종합하면 다음과 같다. 이 프로젝트에 적용된 Soziale Stadt와 Stadtumbau Ost 지원프로그램은 각각 지원하는 영역과 관점에 있어 다소 차이가 있지만, 그 세부 항목들과 요건은 물리・환경적, 사회・문화적, 경제적 특성들이 모두 고려된 통합적 지원체계의 틀을 갖추고 있음을 알 수 있었다. 그리고 이 지역 프로젝트의 세부 공간계획은 적극적 공간변화 계획을 통한 재생(도시계획적 측면), 공동체 강화와 사회적 교류를 통한 재생(사회계획적 측면), 지역 경제의 활성화를 통한 재생(주택경제적 측면)으로 구체화되었다. 또한 이 계획의 실행과정 속에 다양한 이해관계자들의 참여와 시민 의견의 반영이 지속적으로 이루어졌음을 알 수 있었다.

This paper aims to examine the planning characteristics of the Sachendorf-Madlow regeneration project(Cottbus, Germany) as a case study analyzing the strategies and schemes of spatial planning in the context of integrated urban regeneration. In order to draw the planning requirements for integrative regeneration, it analyzed how the objectives and characteristics for urban regeneration support the programs, Plus, it tried to find how ‘Soziale Stadt’ and ‘Stadtumbau Ost’ were reflected and how the meaning of ‘integrative’ was specifically included in the process and contents of the planning. The findings of this paper are as follows. First, if the support programs of 'Soziale Stadt' and 'Stadtumbau Ost' has some different approaches and aspects, it has the framework of integrative supporting system considering all of physical, environmental, social, cultural, and economic characteristics. Second, the detailed planning provides some design strategies of urban regeneration through changing spaces(the dimension of urban planning), regeneration through strengthening of local communities and existing social structure(the dimension of social planning), and regeneration through the revitalization of regional economy(the dimension of housing economy). Third, multiple stakeholders were participated and public opinions were continuously reflected in the planning process.
