20세기 후반에 이룩된 한국경제의 커다란 성공은 종종 한국의‘중앙집권화된 경제정책’에 기인한다고 여겨지고 있다. 특히 세계 경쟁시장에서 한국 기업들을 경쟁적으로 만들어주는 산업정책이 그 대표적인 예이다. 그러나 한국의 경제정책은 소수의 대기업들에게만 많은 특혜들을 제공해 주었으나 중소기업들에게 불리하게 작용해 왔다. 그 결과, 한국은 선진국 경제들을 따라잡게(catch up) 되었다. 그러나 한국경제가 지금까지 이룩한 성공을 유지하려면“창조적이고 기업가적 혁신경제”를 추진해야만 한다. 무엇보다도 창조경제(creative economy)는 대기업보다는 중소기업들과 창업(start-up)에 달려있다. 이를 위해 한국의 경제정책이 구조적으로 바뀌어야 한다. 따라서 한국경제가 지속성장을 유지하려면 정부개입보다는‘시장의 힘’(market forces)에 의해 경제적 자원배분을 결정하도록 하는 경제환경을 조성해야만 한다. 시장의 힘에 바탕을 둔 자유방임적 정책들은 창조경제의 토대를 제공해 줄 것이다.

The success of the South Korean economy in the second half of the twentieth century has often been attributed to the country’s centralized economic policies, starting with the industrial policy that made Korean firms competitive in world markets. Korea’s economic policies have favored a few large firms but have made it difficult for smaller firms to establish themselves. Now that Korea has caught up with the world’s most advanced economies, continued economic success depends on maintaining a creative and entrepreneurial economy. A creative economy depends on the small firms and start-ups that Korea’s past economic policies have worked against. Continued economic growth will require Korea to reformulate its economic policy to establish a more level economic environment in which market forces rather than government priorities determine the allocation of economic resources. Laissez faire policies will provide a foundation for a more nimble creative economy.
