본 논문은 경기지역의 장애인 직업재활시설에서의 편의시설의 장애인 관련법규의 준수에 대한 실태연구를 바탕으로 하고 있다. 장애인 직업재활시설은 장애인의 재활을 돕기 위한 시설이므로 장애인의 시설 활용에 대한 고려가 필수적이다. 장애인 편의증진법에서 규정한 내용들은 장애인의 직업적 활동을 지원하다기 보다는 생활에 필요한 최소한을 규정한 것으로 직업 및 재활을 위해서는 장애인의 유형 및 등급에 따른 다양한 시설 및 설비에 대한 고려가 필요하다. 그러나 장애인 직업재활시설에서 그러한 최소한을 규정한 법적 기준조차 만족시키지 못하는 것이 현 상황이다. 본 연구는 경기도에 위치한 64개소의 직업재활시설을 전수 조사하여 장애인 편의증진법의 관련 규정의 준수여부를 분석하였다. 조사결과 편의시설 적정 설치율은 60% 정도로 나타났으며, 항목별로 많은 편차가 있는 것으로 확인되었다.

The research focuses on compliance of the disability’s act at the vocational rehabilitation facilities in Kyung-ki Province. The vocational rehabilitation facilities are where disabled people work for living or rehabilitation, and might require strict equipment criteria for disabled people. The regulations required by the act set the bare minimum for disability, and the facilities shall be equipped more to support disabled people's activity depending on their disability types and conditions. However, some facilities do not even comply the requirements by the act or code. The survey had been conducted on all 64 vocational rehabilitation facilities in Kyung-ki Province, and 47 facilities built after the enactment of the act in 1998 has been used for analysis. The analysis reveals that the overall percentage for compliance is about 60%, and shows relative differences between items.
