This study is basic study to grope for activation plans by introducing Youth Culture Center to process of Community Building Project. The Youth Culture Center is located close with the youth, and it is carrying out role as Youth Facilities. However, Youth Culture Center is a situation role accomplishment having been hard because of the various problems. For solving those problems, in This study, analyzed facility criterion, facility situation and using situation of Youth Culture Center. And definition of Community Building, Process, case of youth participation are analyzed. By the results, suggested activation plans, when Community Building Project is proceeding add building youth Culture Center.
