이 연구에서는 지방선거에서 젊은 유권자 층의 투표행태를 종합적으로 분석하여 향후유권자의 바람직한 투표행태의 정립과 유권자의 지방선거참여 활성화를 위한 정책 방향을 제시하는데 목적이 있다. 연구의 주요 결과는 다음과 같다. 첫째, 지방선거에 대한 관심도는 관심보다 무관심이 조금 더 높게 나타났으나, 향후 지방선거에서는 투표에 계속 참여하겠다는 의사가 높게 나타나 앞으로 긍정적인 영향을 미칠 것으로 보인다. 둘째, 후보자의자질과 정책․공약은 유권자의 투표행태에 절대적인 영향을 미치는 것으로 나타났으며 후보자 선택 시 정당보다 후보자를 중시한다는 응답이 높게 나왔다. 셋째, 지방자치와지방선거의 제도적 요인으로 지방의원선거에서 ‘여성할당제’ 도입이 여성의 투표참여를 높이는데 영향을 미쳤는지에 대한 분석은 별로 상관관계가 없는 것으로 나타났다. 현행 8개선거를 동시에 실시하는 선거제도가 유권자의 후보자 선택을 어렵게 하는 요인인 것으로 이해된다. 넷째, 성별에 따른 유권자의 투표참여는 여성보다 남성이 다소 높게 나타났다. 이는 우리 사회의 전반적인 선거문화가 여성보다는 남성위주로 되어 있으며 남성의 사회적 참여비율이 높기 때문인 것으로 보인다.

The purpose of this study is to examine and analyze the voting behaviors in the 2010. 6. 10 local general election in Korea. For achieving the research goal, we performed an empirical study on the voting behaviors of young voters in their 20s-30s living in Cheongju, Korea. Major results are as follows; First, with regard to voters’ personal factors related to their choice of candidates, candidates’ quality, policies and pledges, military service, etc. influenced voters’ voting behavior, but personal relation with candidates and candidates’ academic qualification did not have a significant effect on voters’ voting behavior. Second, with regard to environmental factors, the government’s tough policies against North Korea concerning the Sinking of Korean Warship Cheonan called together the conservative class, but as the government’s inability in national defense was spotlighted, voters rather came to oppose big projects promoted by the government and the ruling party such as the Four Rivers Project and the Revised Sejong City Plan and to assume a containing attitude against the government. Third, with regard to structural and institutional factors, the ‘gender quota system’ introduced first in this local council election and ‘donkey voting,’ which is voting only based on the candidate’s political party and had been a problem in past elections, was found to have no significant effect in this study, and it was found necessary to improve the current election system, which carries out eight elections at the same time. In order to improve the election system, we need to abolish the party nomination system in the municipal council election, to abolish electoral districts in the metropolitan council election and integrate them with proportional representatives, and if possible, to change the heads of basic self‐governing bodies as appointive posts rather than elective posts.
