건설산업은 타 산업에 비해 많은 불확실성을 가지고 있기 때문에, 첨단 관리 시스템의 도입에도 불구하고 많은 건설실패를 초래하고 있다. 건설실패는 건설 프로젝트의 기획, 설계, 시공, 유지관리 등 모든 단계에서 발생 가능성이 있다. 하지만 현재 건설실패는 실패사례에 대한 체계적인 분류가 이루어지지 않은 상태로 단순한 자료의 축적에 머무르는 수준이며, 신뢰 할 수 있는 규정도 부족하다. 건설실패에 대한 다수의 연구들이 진행되고 있지만, 시공단계에만 집중하여 연구가 이루어지고 있는 실정이다. 또한 건설실패가 정성적 지표로만 제공되어 관리자의 능력에 따라 예방대책의 효과가 좌우되고 있다. 따라서 체계적이고 효과적인 건설실패관리를 위해 프로젝트 각 사업단계에서 건설실패 요인이 고려되어져야 하고, 정량적인 평가가 이루어 져야한다. 본 연구는 기존 연구에서 제시한 건설실패지수(Construction Failure Index: CFI)를 이용해 프로젝트 각 사업단계의 핵심관리요인을 분석하여, 건설실패관리 시스템 구축을 위한 기초적 자료를 제시하고자 한다.

Construction industry cause a lot of construction failure although new management system was introduced because construction industry have lots of uncertainty. Construction failure occur in every phase like planning, design, construction and maintenance phase. But there isn't classification system of cases and trustworthy rules in the construction failure. so researches of construction failure is being conducted the studies but researches of construction phase only is being gone. And Preventative measures of construction failure only depends on manager's skill because data of construction failure is provided by qualitative index. So the factor of construction failure have to be considered in every phase of construction project to manage construction failure effectively and systematically. And It need quantitative appraisal. This study analyze critical management factor of each phase using construction failure index(CFI). And this will provide basic data for system development on management of construction failure.
