지속적으로 성장하던 온천 산업은 2000년대 접어들어 점차 쇠퇴하고 있다. 이에 온천의 질 제고와 활성화를 위해 보양온천제도가 도입되었다. 하지만 국내의 보양온천이 그 차별화 된 주개념인 치유 및 치료 등의 역할을 하지 못하고 있다는 지적이 고조되고 있다. 본 연구는 이를 개선하기 위하여 우선 국내 보양온천의 시설 현황과 기준을 조사하였다. 그 후 이를 온천선진국인 독일의 경우와 비교 및 분석하였다. 이에 근거하여 국내 보양온천 시설기준의 문제점과 개선방안을 도출하고자 했다. 그 결과 의료시설위치 기준 강화, 전문 치료 및 치유개념에 따른 시설의 세분화, 정량적 기준의 폐지와 수영시설 사계절 이용에 대한 보강 등의 정성적 기준 강화, 각 지역 및 온천의 특성화 치유시설의 설치, 온천사업지 및 지역 자원과 연계된 멀티플렉스 개념의 기준 도입 등의 결론을 도출하였다.

The hot spring industry which continued to grow has been slowly declining since it entered into the 2000s. A healthy hot spring system was introduced in an effort to improve the hot spring quality and vitalize the hot spring. However, the comment that the healthy hot spring in Korea failed to play the role of its differentiated main concept of healing and treatment has been building up. This study examined the current status and standards of hot spring facilities in Korea in order to improve it, and compared the result with the cases of Germany, the advanced hot spring country, for analysis. The study aimed at drawing the problems and improvements of the healthy hot spring facilities based on the analysis. Accordingly, the results including the enhancement of medical facilities standards, segmentalized facilities by the concept of specialized healing and treatment, the abolition of a quantitative criteria and the enhancement of such a qualitative criteria as the reinforced all-season use of swimming facilities, characterized healing facilities in each region and hot spring, and the introduction of multiplex standards connected with the hot spring land and regional resources were drawn.
