This study attempts to survey different notions of oral fluency for nonnative speakers with pedagogical implications, based on Riggenbach's overview on fluency (2000). Spontaneous language use intended for communicative purposes are encouraged and the features of language that are taken into account when assessing fluency are amount and rate of speech, length of utterances and fluent runs, use of repetition and formulaic speech, along with other cognitive, psycholinguistic, and sociolinguistic factors to be considered to develop fluency in English education.
