This study examines what English must be in Cheju, which was declared to be a free international city in 2002. Based on the acute controversy over the issue of taking English as a secondary official language, this paper suggests that Cheju still remain a member of the expanding circle in Kachru's sense, while making an effort to increase the use of English as much as possible in Singapore or Hongkong classified as a leading member of the outer circle. This is followed by a series of proposals in compliance with this: devising a long-term English policy, forming a natural environment for the use of English, and introducing an aggressive English education.
