The creation and development of the city center in the process of social and economic function space, the highest intensity, which functions as a center where the population is concentrated. But while the growth of the city was concentrated in the center features are dispersed to other places in the city, the population distribution as the city does not function like the former will decline. Public institutions, especially the floating population of the city's urban escape reduction and urban land and buildings, including the decline of the economic decline has been the cause of the problem.
