寻求“第三邻国”是自20 世纪90 年代以来蒙古国采取的多支点平衡外交 政策中的重要组成部分。本文探讨了蒙古国寻求“第三邻国”外交举措的具体含义及 其产生的背景，其取得的实际效果，以及该项外交举措产生的地区影响。本文的基本 结论是，蒙古国寻求“第三邻国”的主要目的，是借以抵消身处中国和俄罗斯两大邻 国包围所带来的不安全感以及提升其自身的国际地位和影响，在这方面蒙古的确取得 了一定的成效。但是，它也使得蒙古国卷入了后冷战时期本地区大国角逐的“旋涡”， 从而表明该项外交举措的风险和脆弱性。

Seeking "third neighbor" is an important component in Mongolian multi-support balanced foreign policy since 1990s'. This paper discusses the specific meaning and background of "third neighbor" seeking diplomatic initiative of Mongolia, as well as practical effect and regional influence arising from this diplomatic initiative. This paper reached the following results about:The main purpose of Mongolia to find the "third neighbor" is, to offset the surrounding insecurity caused by two neighbors, China and Russia, and to enhance its own international status and influence. Indeed, in this context that Mongolia has achieved certain results, but, it also makes Mongolia involved itself into the "Vortex" of post-Cold War great power rivalry in this region, thus demonstrating that the risk and vulnerability of this diplomatic initiative.
