여타의 조직처럼 더 강하고 건강한 주 및 지방 경제의 발전과 유지를 위하여 미국의 주 및 지방정부들은 환경의 변화와 요구에 끈임없이 대응한다. 본 연구는 서브 프라임 모기지 사태로 인한 주택시장에서의 문제점 및 기타의 이유들로 인해 주 및 지방정부의 채권시장에 영향을 주는 요소들에 관해서 살펴본다. 본 연구는 우선 주및 지방정부들이 예산과 정부조직 체계의 발전을 위하여 어떻게 노력을 해왔는가를 살펴본 후, 이러한 노력들이 주 및 지방정부의 재정의무에 어떠한 영향을 미쳤는가를 연구한다. 아울러 중앙정부의 경기, 정책 및 기타 시장의 변동에 영항을 주는 요인들이 어떻게 주 및 지방정부의 신용상태에 대해 영향을 주는가도 살펴본다. 마지막으로 주 및 지방정부의 신용상태를 평가하는 신용평가 전문기관들이 주 및 지방정부의 신용상태를 평가할 때 어떤 요인들을 반영하는가에 대해서 논의한다.

State and local governments respond to a variety of day-to-day demands as they attempt to generate strong and healthy economies. This study examines the bond market and the many challenges that state and local governments are experiencing as a result of the current market driven issues, such as the subprime loan and housing market challenges. This study begins by exploring the broad question of improving local budgeting and structure of government in the United States and its implications for state and local fiscal responsibilities then, utilizes a case study to illustrate how the current national market forces are having an impact on state and local governments. Finally, it concludes with a discussion about what credit agencies consider when determining the credit worthiness of state and local governments.
