본 연구는 지방자치단체에 대한 발생주의 복식부기 회계제도 및 시스템의 성공적인 도입에 영향을 미치는 요인을 발견하고자 하였다. 이를 위하여 새로운 제도를 시범 운용하고 있는 지방자치단체를 대상으로 설문조사를 하고 잠재요인분석을 실시하였다. 분석 결과 근속기간 15년 미만 집단의 경우 시스템 사용 수준은 사용자 만족도에, 사용자 만족도는 시스템의 성공과 성과에 정(+)의 영향을 미치고 있었다. 남자 표본은 유의한 결과가 없었으나 여자 표본의 경우 사용 수준은 사용자 만족도와 시스템의 성공과 성과에 부(-)의 영향을 미치고, 사용자 만족도는 시스템의 성공과 성과에 정(+)의 영향을 미치고 있었다. 교육이수 집단은 사용자 만족도가 높을수록 시스템의 성공과 성과에 부정적인 반면에, 교육미이수 집단은 사용자 만족도가 높을수록 제도 및 시스템의 성공과 성과에 대하여 긍정적이었고 사용수준이 높을수록 사용자 만족도가 높고 제도 및 시스템의 성공과 성과에 대하여 높은 평가를 내리고 있었다.

Korean Government proposes to adopt double entry accrual based accounting systems(NAS) in local government entirely from year 2006. The Ministry of Government Administration and Home Affairs(MOGAHA) of Korean Government has modeled some local government to investigate problems when the new system applied in the practice.
This study examines the factors affecting to the successful adoption of the new accounting system.
The Latent variable analysis model consists 5 independent latent factors and 3 dependent latent factors. Five independent latent factors are for environment, personal, technique, organization, and task. 3 dependent latent factors are usage, user satisfaction, system performance and success.
Findings are as follows.
(1) Sample for lower than 15 years in active service, user satisfaction affects positively to system performance and usage has positive causal relationship to user satisfaction.
(2) For male sample, there are no associations among usage, user satisfaction and system performance. However, for female sample, user satisfaction affects positively to system performance and usage affects negatively to user satisfaction and system performance.
(3) For educated sample, the higher user satisfaction, the lower system performance.
On the contrary, for non-educated sample, user satisfaction affects positively to system performance and usage effects positively on user satisfaction and system performance.
