영국이 2003년 이라크공격에 가담한 데에는 사담후세인 독재정권에 대한 블레어의 자유주의적 적대의식이 반영되어있다. 또한 국제적 다자협력과 국제사회에서의 정당성을 중시하는 자유주의적 입장에서 블레어 정부는 UN 결의안을 통해 공격의 정당성을 확보하고자 노력하였다. 하지만 부시행정부가 UN을 통해 전쟁의 국제적 정당성을 획득하는 데 큰 관심을 보이지 않고 오직 무력을 통한 이라크 정권교체에만 집중하는 가운데 영국이 미국의 정책에 행사할 수 있는 영향력은 결코 크지 않았다. 특수관계를 통해 미국을 어느 정도 조종할 수 있다고 생각한 블레어의 자신감은 오히려 영국과 자신을 각각 전쟁의 수렁과 정치적 추락의 곤경으로 빠뜨리고 말았다.

The British participation into US war against Iraq in 2003 partly reflected Blair’s liberal perception against Sadam Hussein’s dictatorial regime. At the same time, again from his liberal belief, Blair endeavored to obtain UN resolution which could legitimize the US’s proposed war against Iraq. However, the Bush administration did not care much about obtaining international legitimacy through the US mechanism. Instead, it only focused on regime change in Iraq by means of force. In the meantime, Blair’s efforts to steer the Bush administration’s policy toward liberal direction could not bear intended effects. Blair’s confidence on his ability to influence US policy utilizing the Anglo-American special relationship only failed the British forces deployed to Iraq and his own political career.
